State Fund Agriculture - a government institution that manage the process and activities for Sapard Programme of EC turned to Fadata for development and implementation of integrated information system to support all the business-process activities related to the granting of subsidies under the SAPARD program in Bulgaria. The Fund had the task of implementing of a solution for automation of all operations, accounting and reporting.
To meet its needs, State Fund Agriculture of Bulgaria chose Fadata for development and implementation of an integrated solution.

Why Fadata

State Fund Agriculture engaged Fadata for the development and implementation of an integrated information system. "We considered that Fadata had the technical know-how, expertise and the install base to provide a reliable services for development, implementation and maintenance." As this matter concerns the serving of Programme clients, the fund operations connected with other public and EC institutions and financial institutions, high requirements have been attached to the consultant. It means high responsibility of the teams during the development, implementation and maintenance stages. The choice of technology provider has been particularly important and State “Fund Agriculture” conducted a search via tender procedure. Project details

The system renders completely automatic the business processes which must be executed in relation to the processing of applications for the granting of subsidies, orders of payment, applications and claims for financial means deposited to the National fund and bad takings. The business activities at the SAPARD agency have been described within the system in the form of some 40 precisely defined flow processes which include over 400 flow increments. The nucleus of the system is organized as a flow machine, developed especially for the requirements of this system and processing the defined flows. The various steps (increments) within the processes correlate with: on the basis of the defined flow processes and the performed processing of the flows, the system monitors the current status of the dossiers of the various projects, orders for payment and bad takings as well as the conformity of the set time-terms and the work completed by the personnel. The system permits the commissioning of concrete performers of the various steps during the flow processing and monitors the results and quality of the work done. Via precisely defined rights of access to the system, the last permits the staff to access only the information, with which they have currently been authorized to work thus guaranteeing against unauthorized access to any other information there contained. These rights of access have been defined on the data base server level, the level of flow increments, user applications (menus, screen forms, application accounts). With the help of a set of system means, the system stores full information on all actions performed by the users of the system and the data they have there entered, altered and/or deleted.

The system covers the central office of the SAPARD agency, 28 District directorates and 6 Regional subsidizing agencies with an overall number of 150 competing users.

The services provided include: Analysis of requirements; Review of the entire operation system and business processes of the Fund, Documenting current systems, Identifying and detailing missing information and processing needs of management, Detailing and documenting broader MIS requirements, Preparing and presenting findings and recommendations to senior management for review and concurrence, Developing and presenting a high-level design specification, Development, Configuration set-up, Reporting, SW supply, System administration, Implementation, Distribution, Training, Data migration, Documentation, Maintenance.
